This step by the OeNB and FMA makes a further significant contribution towards strengthening financial market stability in an increasingly interconnected and digitalised environment.<\/p><p class=\"wp-block-paragraph\">By publishing the revised TIBER-AT Implementation Guide, the OeNB and FMA are implementing a significant requirement of the Digital Operational Resilience Act (DORA). TIBER stands for &ldquo;Threat Intelligence-Based Ethical Red Teaming&rdquo; and is a framework for preventing cyber risks that has been developed by the European System of Central Banks (ESCB). &ldquo;Ethical hackers&rdquo; simulate cyber attacks on financial undertakings&rsquo; IT systems.<\/p><p class=\"wp-block-paragraph\">Following the application of DORA, and the European Supervisory Authorities&rsquo; Regulatory Technical Standards on Threat-Led Penetration Testing (TLPT) the conducting of simulated cyber attacks for systemically relevant financial undertakings that provide central financial services, will as a rule become mandatory in the EU on a three-year cycle. Their purpose is to simulate real cyber attacks under strictly controlled conditions, thereby identifying vulnerabilities in financial undertakings&rsquo; critical IT systems.<\/p><p class=\"wp-block-paragraph\">The European TIBER framework (TIBER-EU) was implemented for the first time in Austria in November 2023, and applied in a pilot phase, with the publication of the TIBER-AT Implementation Guide. A few financial undertakings were already able to gain valuable experience by participating on a voluntary basis in a TIBER-AT test, and to strengthen their cyber resilience. Due to the new regulatory requirements under DORA, both the TIBER-EU Framework as well as the TIBER-AT Implementation Guide were updated.<\/p><p class=\"wp-block-paragraph\">The OeNB&rsquo;s TIBER Cyber Team Austria (TCT-AT) will closely accompany the cyber resilience tests, to ensure that they are conducted in an consistent manner and in line with the rules.
