“Identifying Opportunities – Understanding Risks”. Leaders from politics and the economy, regulation and supervision, academia and result discussed the current situation of the financial markets as well as the severe changes and large challenges that the financial economy is facing today at the Messe Wien Congress Center at the Austrian Financial Market Authority’s 15th Supervisory Conference. This year there is a regional focus on Central Eastern and South Eastern Europe (CESEE) which is particularly important for Austria’s financial economy, while a thematic focus exists on the digitalisation of the financial world, from IT and cybersecurity through to artificial intelligence. In addition to the FMA’s Executive Directors, Helmut Ettl and Eduard Müller, there are also impulses for discussion from Helge Berger, Professor of Economics and the International Monetary Fund’s (IMF) expert on Europe, as well as Natasha Cazenave, Executive Director of the European Securities and Markets Authority (ESMA), as well as Axel von Trotsenburg, Senior Managing Director at the World Bank.<\/p>

FMA Executive Board urges a circumspect distribution policy<\/h2>

In their opening address, the FMA’s Executive Directors, Helmut Ettl and Eduard Müller, stated that “Austria’s financial economy is stable and resilient”, but nonetheless warned all market participants in light of the many crisis symptoms that are visible to not be complacent: “The economical outlook is a bleak one, geopolitical tensions continue to increase, the normalisation of the interest environment is proving a challenge for many, which the consequences of climate change are also escalating. In light of such large challenges, we feel it necessary to urge a circumspect distribution policy, as the capital base requires further strengthening in preparation for a crisis.” The Austrian Financial Market Authority remains particularly concerned by developments in the real estate markets, the financing of which has already left severe marks in banks’ books. “There is no way around the observance of sustainable lending standards. The KIM-V, our Regulation regarding the financial of private residential property, has ensured a significant improvement in this regard.” However, in terms of the financing of commercial real estate, Ettl and Müller remark that the crisis has not yet been overcome. Only a few days ago, the Financial Market Stability Board (FMSG; Finanzmarktstabilitätsgremium) warned against underestimating this risk, and urged that high profits should be used to build up reserves for further cases of default. In addition, the FMSG has entrusted the FMA to introduce sectoral systemic risk buffers, that have the effect of absorbing risk. Ettl and Müller reminded the audience that in a global context it was frequently the bursting of real estate bubble that have triggered the severe economic crises.<\/p>

Technological neutrality in regulation and supervision<\/h2>

This year’s edition of the supervisory conference also dedicated a large proportion to “digital transformation”, as there are currently several large regulatory projects that need to be implemented: for example, DORA, the Digital Operational Resilience Act“, which will strengthen the security and operational resilience of digital systems throughout Europe; or MiCAR, the Markets in Crypto Assets Regulation, which will finally include the crypto-asset market within the scope of regulation and supervision; or the regulatory and supervisory handling of challenges arising from artificial intelligence. The FMA’s Executive Directors explicitly stated that “digital transformation should not only be viewed as a threat, but must also be understood as an opportunity.” The Austrian supervisory is setting a good example in this regard, and is developing and already using new digital tools as part of its concept for “data-driven supervision”; the intention is twofold: firstly to keep abreast of developments in the markets, and secondly to increase the efficiency and effectiveness of supervision.<\/p>

Conference survey: geopolitical risks are the dominant issue<\/h2>

As in previous years, the traditional survey conducted among conference participants about the largest risks and challenges facing the financial markets again yielded several surprises. Unsurprisingly, geopolitical risks continue to cause the most worries; in this area worries have increased significantly: while they were in first place with 39.3% last year, this year their lead was strengthened – with 49.4%. While the interest rate environment was in second place last year with 26.9%, operational risks (IT and cyberrisk, legal risk and conduct risk etc. have leapfrogged them with 21.2% (2023: 13.9%) this year. The interest rate environment came in fifth this year on 7.0%. It was overtaken by fears of a “new government debt crisis” (12.3%) and of a “real estate bubble” (7.9%). In contrast, sustainability risks (2.2%; cf. 2023: 3.3%) continue to be viewed as very low. From the supervisor’s perspective the relative low fears about a bursting real estate bubble (7.9% \/ 7.6%) are also very surprising.<\/p>
