From its alleged business address in Spain, New World Financial or New World Financial Europe SL is offering financial services via the Internet and telephone, such as the brokerage of the purchase of securities or the opening of accounts, without holding the necessary official approval. After the supervisory authorities in the Netherlands (AFM), on the Isle of Man (F.S.C.) and in Spain (CNMV) issued investor warnings for their markets, New World Financial now appears to have shifted its activities to Austria. This can be seen from enquiries and complaints directed towards the FMA. The Spanish CNMV also named the following persons as representing the provider or being connected with it: Gary Steven Artzt, Gregory Scott Rullo, Raiza Tulan.

From its alleged headquarters in Japan, Barlow & Ramsey sends out e-mails offering the acquisition of shares in companies ranging from start-ups to blue-chips, at prices noticeably below current market levels.

FMA Executive Director Kurt Pribil warns all consumers interested in financial services, “If a provider makes you an unsolicited offer for a financial transaction via the Internet or telephone, break off your contact with him immediately. In Austria, cold calling is forbidden by law. Before entering into a business relationship with a provider you do not know, make sure to check first whether they are entitled to provide the financial service offered. Relevant information is available on the FMA website, which also includes a database containing international and national investor warnings against providers that have previously already attracted the attention of the authorities.
